OPSB Approves Deferred Revenue Plan to Support Schools


(New Orleans – June 5, 2025) — The Orleans Parish School Board (OPSB) unanimously voted to adopt Option 3 of its Deferred Revenue Plan, authorizing up to $12.5 million in supplemental funding to support schools facing financial challenges due to deferred revenue over-projections for the 2024-2025 school year.


Under this option, the OPSB will allocate up to $10 million from the General Fund Balance Reserve to all authorized schools according to the deferred revenue distribution process, without requiring documentation demonstrating adverse financial impact on their operating budgets. This ensures swift financial relief for schools. An additional $2.5 million will be available for schools that provide supporting documentation demonstrating adverse financial impacts on their operating budgets due to budgeting with the deferred revenue over-projection. Schools accessing this $2.5 million allocation will be required to replenish these funds per Policy DC, repaying them over five years.


To ensure fiscal responsibility, schools with a fund balance ratio of less than 10%, as defined by the Charter School Accountability Framework (CSAF), must devote 100% of the funds received to their fund balance and sign an assurance to do so until their fund balance ratio exceeds 10%. Schools with a fund balance ratio below 10% that fail to apply these funds to their fund balance will be required to repay all funds received from the $12.5 million allocation.


To facilitate the one-time $10 million allocation, the OPSB has waived a portion of Policy DC, which typically requires schools to replenish the General Fund. 


"By providing this immediate and flexible funding, this decision delivers on the board's commitment to ensuring our schools can maintain stability and focus on providing a quality education for our students despite the financial overprojection," said OPSB President Katie Baudouin.


"I'm profoundly thankful for our dedicated team, especially our CFO's leadership, and the board's invaluable support," said Superintendent Dr. Fateama Fulmore. "We've worked relentlessly over the past seven months to resolve this financial overprojection. Together with our school leaders and partners, we found solutions to support our students and the long-term sustainability of our schools."


The OPSB will disburse deferred revenue payments in the coming weeks, pending student count information with the Louisiana Department of Education. Schools will receive further details on the allocation process, documentation requirements for the additional $2.5 million, and compliance with the fund balance assurance for applicable schools.
